City of Kamloops Launches Step Code Incentive Program
The City of Kamloops is launching a Step Code Incentive Program to encourage local builders to voluntarily meet the BC Energy Step Code (Step Code).
Starting October 1, 2019, builders who register for the program can receive a rebate of up to $3,000. The City of Kamloops Energy Step Code Incentive Program is the result of extensive engagement with the building industry and supports a collaborative learning experience for local home builders and City of Kamloops building officials to help the community prepare for the implementation of the Step Code in 2022.
Homes built through this incentive program will be equipped with an energy label similar to what is common on appliances. This energy label will provide homebuyers with the ability to objectively compare energy efficiency from house to house—something that is not commonly available.
The Step Code is a provincial initiative that, when implemented, requires new homes to meet higher energy efficiency standards than are currently required in the BC Building Code. The Step Code does not specify how to construct an energy‑efficient building; instead, it identifies an energy-efficiency target that must be met and lets the designer/builder decide how to meet it.
The Step Code provides a series of incremental targets for energy-efficiency standards that, according to the CleanBC Plan, will culminate in all buildings being built to a net zero standard (80% more efficient than today) by 2032. The BC Energy Step Code supports the City’s climate action goals as emissions from buildings make up 29% of community-wide emissions.
