Official Community Plan Update: Have your say by December 9th

As you may have heard, the City of Kamloops is in the final stage of updating the Official Community Plan (OCP, also known as KAMPLAN), a comprehensive document that guides housing policy, growth, and development for the next 20 years. Provincial legislation requires an OCP update from municipal governments every five years to ensure that the long-term vision for the community identifies housing needs and shows that there is adequately designated and zoned land to accommodate the forecasted growth.

The City must implement the OCP update by December 31, 2025. Staff brought the draft OCP to Council as Official Community Plan Bylaw No. 68, 2025 on November 4, and Council will discuss the draft on December 9 at a Public Hearing. December 9 is the only date before the New Year with a regular Council meeting and Public Hearing, so the adoption of the OCP bylaw must take place at this meeting. Before Council discusses the bylaw, there is an opportunity for public input, but this will be the final place where residents can give feedback on the OCP.

Transition Kamloops published an article in our September 2025 newsletter outlining the approach this draft OCP is taking and what this means for the community. Some of the policy topics emphasized in the article include rental and tenant protections, strata conversions, and family-friendly housing. These are policy areas where we believe stronger language in the OCP is warranted to address concerns on housing supply, affordability, and support for those displaced by redevelopment.

We encourage everyone to voice their comments on the OCP before it is adopted, even if you have already provided input through Let’s Talk or contacted Council directly. You can attend the Public Hearing in person, send an email, or phone Mayor and Council.
