« Le gouvernement du Canada n’accepte pas un mauvais accord, » explique le premier ministre Mark Carney alors que plusieurs de ses ministres sont à Washington pour tenter de conclure un accord avec les États-Unis. « On poursuit un accord dans le meilleur intérêt des Canadiens, » dit-il.
