Liberals Must Release Secret RCMP–PRC Policing Agreement
Ottawa, ON – Today, Frank Caputo, Conservative Shadow Minister for Public Safety, called on the Liberal government to immediately release the full text of the Memorandum of Understanding (MOU) signed between the RCMP and Beijing’s Ministry of Public Security (MPS) after the Liberals confirmed it will keep the agreement hidden from Parliament and the Canadian public.
Conservatives made a public request for the release of the MOU on February 9, 2026, in a letter to the Minister of Public Safety, yet received no response.
“During the last election campaign, Prime Minister Mark Carney described the People’s Republic of China as Canada’s ‘greatest security threat,’” Caputo said. “Yet his government is now refusing to release the confidential policing and intelligence-sharing agreement with Beijing.
“The Liberals expect Canadians to simply trust them while they secretly deepen cooperation with a government responsible for foreign interference in Canada’s elections, intimidation of diaspora communities, and transnational repression operations on Canadian soil,” Caputo added. “Canadians deserve to know exactly what the Liberals agreed to behind closed doors.”
In response to an Order Paper Question, the government confirmed that the MOU includes exchange of information, investigative assistance, technical expertise, training and coordination with domestic law enforcement agencies. Despite its sweeping scope, the government refused to table the document in Parliament or release it publicly, claiming the agreement requires confidentiality.
“The Liberal government is now asking Canadians to accept, without scrutiny, that information-sharing with the same government poses no threat,” Caputo noted. “I think that’s unbelievable.”
Conservatives are calling for:
- the immediate public release of the MOU;
- full parliamentary scrutiny of its provisions;
- disclosure of all safeguards protecting Canadians’ personal information;
- a complete accounting of all consultations and risk assessments conducted prior to signing the agreement; and
- testimony from the Minister of Public Safety and RCMP officials before committee.
“At a time when Beijing is targeting democratic institutions and intimidating Canadians on our own soil, secrecy is unacceptable,” Caputo concluded. “Canadians deserve transparency, accountability, and a government that puts national security ahead of political convenience.”
