Carney’s Contrecoeur Illusion

Ottawa, ON – Dan Albas, Conservative Shadow Minister for Transport, issued the following statement on Prime Minister Carney’s re-announcement of a pre-approved major project stalled by more bureaucracy:

“More than five years after receiving federal approval, the Carney Liberals staged another new photo-op at the Contrecouer terminal.

“The Liberals granted environmental approval to the project in 2021, then Minister Pablo Rodriguez announced federal funding in 2023, they signed contracts in 2024, and pre-construction began in 2025, yet Carney Liberals are acting like it’s new.

“In fact, the project was well-approved even before the Carney government referred it to the Major Projects Office (aka Mostly Photo Ops) in September 2025 for another unnecessary and bureaucratic review. He didn’t even need to use the extraordinary powers Parliament rushed to give him – with Conservative support – in Bill C-5. 

“Instead of delivering completed infrastructure projects that Canadian businesses can benefit from, Carney is inserting himself into Trudeau-era projects and taking all the credit.

“Carney promised to move at speeds not seen in generations, but after being Prime Minister for over a year, he hasn’t moved the ball forward on any new major projects.

“Instead, he has continued the same Liberal strategy of repackaging old decisions to distract from a poor economic record, with Canadians paying the price.

“Conservatives support building critical trade infrastructure faster by accelerating approvals, cutting red tape, and ensuring projects are built faster to make Canada stronger at home for unbreakable leverage abroad.”
