At a news conference in Ottawa, federal ministers Joël Lightbound (government transformation, Public Works and procurement), David McGuinty (national defence) and Stephen Fuhr (the secretary of state for defence procurement) make an announcement concerning a strategic partnership related to Canadian Armed Forces operations in the Arctic.
