PM Carney outlines government’s planned bail reform bill – October 16, 2025

At a news conference in Etobicoke, Ont., Prime Minister Mark Carney outlines his government’s planned changes to bail and sentencing provisions for repeat and violent criminal offenders. Proposed legislation to amend the Criminal Code is expected to be introduced in the House of Commons next week. The government also says it will invest in increased federal policing capacity in the upcoming federal budget. Also taking part in this announcement are John Zerucelli, the secretary of state for labour, Ruby Sahota, the secretary of state for combatting crime, and Mike Duheme, the commissioner of the RCMP. Speaking with reporters following the announcement, the prime minister also faces questions about ongoing Canada–U.S. trade negotiations.
