Revitalization Tax Exemption – the mechanics – The Shore – Kamloops Business Improvement Association

The North Shore is one of two key areas of the city where a revitalization tax exemption exists. the bylaw is intended to incentivize small property owners to revitalize and/or redevelop their properties. in may ways this idea grew out of the business frontage grant improvements programs of the 1990s. 

What is the RTE?

The North shore RTE is designed to encourage private investment, support business growth, and enhance the North Shore through:

  • Commercial and multi-family residential development
  • Improved public realm aesthetics
  • Better use of City infrastructure
  • Alignment with the North Shore Neighbourhood Plan and Official Community Plan

Who is Eligible?

  1. New Construction Projects:
  • Multi-family Residential
  • Commercial Buildings
  1. Alterations to Existing Buildings (within Town Centre or Tranquille Market Corridor):
  • Minimum value of $100,000 or 30% of current improvement value (whichever is greater)
  • Must include public realm improvements
  • Must align with current zoning and land use designations

What’s the Incentive?

  • 100% Municipal Tax Exemption
    • Based on the increase in assessed value of improvements (base taxation remains in place)
    • Duration: 10 years
  • Note: Exemption applies to municipal taxes only. Other local service taxes still apply.

To Apply:

Submit a written application to the Development, Engineering and Sustainability Services Director, including:

  • Confirmation that all taxes and utility fees are paid
  • Building or development permit documentation, or certified project value
  • Copy of property assessment from BC Assessment Authority

Conditions & Limitations

  • Projects must be completed per the signed agreement with the City
  • Tax exemption is not retroactive and not available to properties already under a municipal tax exemption
  • Property value cannot be reduced below pre-construction level due to exemption
  • Transfer of ownership requires assignment of agreement
  • Revocation may occur if:
    • Terms of the agreement are not met
    • Property taxes become delinquent
