Human rights activist Marcus Kolga says Liberal Leader Mark Carney has a “moral obligation” to remove Markham-Unionville candidate Paul Chiang after the incumbent Liberal suggested people could turn-in his Conservative rival to the Chinese consulate for a bounty.
