Prime Minister Mark Carney was sworn in this Friday morning in Ottawa. He presented a cabinet of 23 ministers but most of them were already part of Justin Trudeau’s government. Has Carney presented a meaningful change to Canadians? CPAC’s Michael Serapio discusses it with strategists Susan Smith (Liberal), Cole Hogan (Conservative) and George Soule (NDP).
