Foreign Affairs Minister Mélanie Joly has unveiled on Friday a new strategy aimed at increasing Canada’s presence in the Arctic, as both Russia and China attempt to gain footholds in the region. But is it already too late? Our bureau chiefs panelists Robert Fife (The Globe and Mail), Tonda MacCharles (Toronto Star) and Joël-Denis Bellavance (La Presse) weigh in on the matter.
