Council Updates Strategic Plan and Reports on Progress

Kamloops BC – In December 2020, Council met to check-in, discuss, and refresh the 2019–2022 Strategic Plan. A presentation will be made at the next Council meeting on Tuesday January 26, outlining the process and outcomes of the refresh and summarizing the progress that has been made to advance Council’s strategy.

“Our strategic plan is a roadmap of our vision, of our direction to City staff, and of our commitment to the community,” said Mayor Ken Christian. “The plan is monitored regularly and, after this latest refresh, we are pleased to report on the progress made and are confident in our direction moving forward.”

The process for the latest strategic plan refresh involved all members of Council, all Directors, as well as other senior staff. This group completed a survey about the current strategic plan and governance topics, participated in two days of facilitated group discussion, and held individual meetings with an external facilitator to review progress and discuss governance.

A mid-term check-in involves an environmental scan, which was particularly important at this time due to the impact of the COVID-19 pandemic. As Council reviewed the plan, they considered whether the pandemic affected Council priorities, making them more or less important, or if they remained the same. This process resulted in the endorsement of the existing strategic plan with minor changes.

A summary of Council’s facilitated discussion and progress towards completing the plan are detailed in a Council report. The City has initiated, made progress on, or concluded key initiatives under each pillar of the strategic plan including:

GOVERNANCE AND ACCOUNTABILITY
 
Asset Management Progress

  • The development of an Asset Management Policy
  • Completion of the $14M Victoria Street West Improvements Project, maintaining critical infrastructure in the city
  • Completed the $13.5M Canada Games Aquatic Centre (CGAC) Infrastructure Improvement Project

Public Engagement Progress

  • UBCM Award of Excellence for engagement during the pandemic
  • Conducted a Citizen Satisfaction Survey in 2019, measuring satisfaction with municipal services and identifying priority areas
  • 130+ opportunities for residents to engage in City projects

External Relations Progress

  • Thompson Rivers University Memorandum of Understanding and Researcher-in-Residence
  • Biannual Community-to-Community forum with Tk’emlúps te Secwépemc (TteS)
  • Cultural Heritage Committee with TteS
  • Worked closely with Interior Health in pandemic response, including meeting with new local Medical Health Officer

 
LIVABILITY
 
Healthy Community Progress:

  • Westsyde Pool phase two ($1.2M)
  • McArthur Island Community Park ($200,000)

Inclusivity Progress:

  • Mini storage and community washrooms
  • Improved crosswalk signals for pedestrian accessibility and safety
  • Many accessibility improvements in the CGAC renovations

Safety Progress:

  • Bylaw Services undergoing redesign to Community Services Division
  • KFR visited over 600 homes for the Home Safe Program
  • Established Safe and Secure Kamloops – a multi-agency working group focused on community safety issues

 
VIBRANT ECONOMY
 
Business Health Progress:

  • Working on revamping the Zoning Bylaw to be more inclusive and user friendly
  • Record building permit values which have brought about efficiencies in development approvals and business licensing

Economic Strength Progress:

  • Mayor’s Economic Task Force on COVID-19
  • #YKAstrong initiative
  • Implemented an Outdoor Patio Extension Program and other business supports


ENVIRONMENTAL LEADERSHIP
 
Climate Action Progress:

  • Community Climate Action Plan based on extensive public input

Sustainability Progress:

  • $2.5M grant to support energy efficiency upgrades at the CGAC ($13.5M)
  • Organic Curbside Collection pilot project

Transportation Progress:

  • Completed Transportation Master Plan update
  • Completed Downtown Transportation Choices strategy
  • Adopted new EV E-Bike strategy
  • Adopted updated Transit Future Plan
  • Increased Active Transportation funding by $950k annually
